State battle nature’s strange ways

ITANAGAR, Aug 14: Blame it on global warming, but the state is faced with a strange situation this year like never before. Some parts of the state is facing drought like situation while the some area at the receiving end of the floods.

The monsoon which came late this year came with less than average rainfall thus affecting the major portion of the population of the state which depends on agriculture for their livelihood.

While Kimin in Papum Pare continues to be devastated by the floods second year in a row, farmers in Lohit, East and West Siang and Dibang Valley have been badly affected by drought like situation.

The National Highway at Ghahigoan in Assam has been washed away snapping road link to several district in Arunachal including Itanagar-Dhemaji-Pasighat road. Meanwhile Chief Minister Dorjee Khandu along with Doimukh MLA Ngurang Pinch made an aerial survey of the flood affected areas of Kimin and Kakoi administrative areas today.

Kimin and its adjoining areas have witnessed extensive damages on Thursday following incessant rain.

Khandu has announced immediate relief of Rs. 20 lakhs to the affected people of the areas.

The inauguration function of Rs. 4.50 crore water supply scheme of PHE department for Kimin Administrative Headquarter by the chief minister on August 21, has also been cancelled as the completed project has been damaged extensively.

Restoration work of Kimin – Ziro roads has been taken up by the BRTF today and work is on to restore the road at the earliest.

Meanwhile, the LPG bottling Plant of Indian Oil Corporation, Kimin has informed that due to disruption of supply line of LP Gas Cylinder, the consumers of Papum Pare District including Capital Complex may be affected.

All Kimin Youth Welfare Association have appealed for immediate government response and necessary relief to the affected people. It said that the expreince has been a nightmare for the people of the area.

Former Minister and AICC member T C Teli visited the affected areas and took stock of the situation and arrangement being done. He called on the state government for grant of relief to the victims and restoration of road and other infrastructures.

East Siang affected by drought like situation

Its bad news for the farmers of the East Siang as the district has recorded deficit rainfall and abnormal pattern in temperature this year. A lot of damage has already been to the farming community forcing them to take refuge in traditional rituals to invoke nature to shower rain. The Agriculture department organized a meeting with the PR leaders of the area today to chalk out plans to deal with the grim situation and to prepare an assessment report. The leaders stressed on immediate implementation of ‘Contingency Crop Production’ which has already been submitted by the district authority to the state authority for immediate approval, so that farmers could avail the optimum benefit during ensuing Rabi season.

Further, to tackle the grim situation a VLRC (village level relief committee) and a BLRC (block level relief

committee) have been formed today to carry forward reports/ground realities to the district and state authorities.

AAPSU tells legislators to broaden their outlook

ITANAGAR, Aug 14: Legislators who are representative of the people should widen up their outlook and see beyond the four walls of their constituencies said All Arunachal Pradesh Students Union (AAPSU) while reacting to demands of autonomous councils.

The statement given by the chief minister in recently concluded legislative assembly regarding the creation of Mon autonomous and Patkai autonomous council will go down as a “historic mistake” if he really meant what he said, said the Union.

No region in entire Arunachal gets additional fund or a separate department like Patkai region. In fact the legislators of these areas are answerable where the funds have been utilized, the union said.

The Mon region is one of the most developed tract in the whole of the state and the surge in tourism industry has done lot of good for the whole of the region while it had and has a big say in politics as well. The region has sent two chief ministers including the present one, members of parliament and union minister, it remained.

The Union has always stood against the proposed move since the very beginning and will continue to do so, said AAPSU President Takam Tatung while adding that state blessed with diverse communities requires equal treatment from the state government.

He said that preferential treatment will have adverse bearing on the state.

The basis being backwardness for demands of autonomous district council for both the region does not hold much water and the ailment of underdevelopment in the whole of the state is at par with each other keeping aside certain pockets. The government needs to apply mature restraint in exercise of mind and application of thought particularly in the case of autonomous in a multi tribe state like ours, the Union.

Meanwhile AAPSU hailed and welcome the state chief minister Dorjee Khandu and Finance Minister Kaliko Pul decisions to enhance the student stipends and the legislative assembly members for passing the Arunachal Pradesh public libraries bill 2009.

State receives medicine for H1N1 virus

ITANAGAR, Aug 14: State Nodal Officer Dr L Jampa informed that 5000 tablets of Oseltamivir to treat H1N1viral disease have been received.

He said this at an awareness programme on H1N1 virus initiated on advice of the Governor which was organized by Secretary to Governor, Amit Singla at Raj Bhavan, Itanagar today.

The programme was attended by staffs, officials and security personnel of the Raj Bhavan.

Urging upon the people for cooperation, Dr. Jampa said that it is not the responsibility of health department alone but of all from panchayat leaders and all concerned departments.

The State nodal officer also dwelled on initiatives taken by Central and State Governments. (PRO to Governor)

Go green Arunachal

ITANAGAR, Aug 14: A Raj Bhavan initiative, the Muskan Society in collaboration with department of Environment and Forests, Government of Arunachal Pradesh is going to organize a massive plantation programme throughout the State with a slogan ‘Go Green Arunachal’ on Aug16.

At Itanagar, led by the State Governor, Gen JJ Singh and State First Lady Anupama Singh, President, Muskan Society, large numbers of students from different schools of capital complex, including children from Donyi Polo School for Hearing impaired, Chimpu and Oju Mission, Narharlagun along with invitees, Raj Bhavan and forest officials and members of Muskan society will be planting saplings at the Raj Bhavan complex.

The Plantation programme, where more than ten thousands saplings will be planted in the districts and at Raj Bhavan complex is an endeavour of the Muskan Society members to instill love for the nature amongst the children and also the create awareness on climate changes, green house effects and other environment related issues.

It may be recalled, during the forest fire in the last winter, the Governor expressed pain and anguish on the insane destruction of forests and termed it as destroying one’s own dwellings.

Starting from home and inspiring, the Governor, who always has been leading with examples took initiative in proposing the programme which will be simultaneously organized through out the state.

As it says, the destruction of our pristine green cover is really destruction of our identity. No doubt, efforts were always there from the department of Environment and Forests to counter the ever depleting forest cover through its afforestion programmes but now with personal involvement of the Governor, it is likely to get huge impetus.

Highlighting on the event, Itanagar Forest Range Officer Taba Teni informed that the Raj Bhavan complex will be like manifestation zone featuring all economical viable and important trees of Arunachal Pradesh in the future. Visitors will be able to see Teeta Champa and Hollong available in foothills to middle belt of the State to Hollok trees of Tirap, Changlang and Lohit areas. Rudrask, timber valued trees like Bogi Poma, Lali Poma and Jamun, medicinal trees like Arjun and Camper, multiple uses trees like Kanchan and flowering ones like Gulmohar will be planted on the day. Much valued species like Azar will be planted in water logging areas. (PRO to Gov)

Dirang PWD Division a gift from State Govt: Gyurme

DIRANG, Aug 14: ‘Creation of an independent Public Works Department Division at Dirang is a gift from the state Govt. to the people of Dirang’, said Principal Advisor to the state chief minister and local MLA Tsering Gyurme while formally inaugurating the temporary division office at the horticulture compound here today.

While informing that the demand for an independent PWD Division had been a long pending one, Gyurme said that lot of effort had been made to achieve the goal within a short span of time. ‘I am especially grateful to Chief Minister Dorjee Khandu, PWD Minister Nabam Tuki, Finance Minister Khaliko Pul and PWD Commissioner Otem Dai for expediting the project considering the urgent and long pending need of the same at Dirang’. Gyurme further said that the love and affection shown by the state Govt. would further benefit the people particularly the contractors of the area.

Meanwhile, Dirang PWD executive engineer designate Er. S.K Badiala informed that contingency arrangements would be made till the required staffs and infrastructures come into place.

On the occasion, heads of departments from Dirang and Bomdila besides area public leaders were witness to the ceremony.

Pave way for peace: Khandu

NAHARLAGUN, Aug 14: No religion in the world advocates for violence, but it is very unfortunate that some vested interest people in the name of religion have created terror in the minds of the people. We need to shun violence and pave way for peace so that our globe is a better place to live in said State Chief Minister Dorjee Khandu while addressing a huge gathering at Model Village after inauguration of Nyishi Baptish Church Council Prayer Centre Road here today.

He appreciated the endeavour of the Christian community in bringing discipline among the tribal society of the state besides rendering yeomen services in education and health sectors to the poor and needy.

No matter which religion one practices but every religion preaches of humanitarian service to the needy that we need to understand and further deliverance, Khandu said.

He reminded the gathering to make use of the platform to discuss about alarming HIV/AIDS which has already gripped the state.

He laid emphasis on to create awareness amongst the common mass on the dreaded disease.

On Swine Flu, Khandu said, although the state have not come across any case of swine flu, the government has already sounded high alert on the matter. Proper medical checkup of foreign tourists visiting the state have been ordered in the entry points while required medicines and medical teams have been put in service.

Speaking as guest of honour, PWD and UD Minister Nabam Tuki highlighted the need to spread the message of love and brotherhood preached by Lord Jesus to the world which is filled with hatred and violence. (PRO TO CM)

Meanwhile Papum Pastoral Range Committee and Churches of Papum Range thanked chief minister Dorjee Khandu and PWD and UD minister Nabam Tuki for inaugurating the road to prayer centre this morning.

The committee further thanked Khandu and Tuki for their assurance to provide fund for drinking water supply at prayer centre, Nyishi Baptist Church Council.

MP Takam Sanjoy winds up Yangte tour

ITANAGAR, Aug 14: Lok Sabha MP Takam Sanjoy who was on a whirlwind tour at the Yangte circle under Kurung Kumey district from August 12 has wrapped up two days long tour on last Thursday.

During the trip MP had inaugurated one Kuru Bridge (70 metre) over Kurung River in the Tallangriang- Yangte road under Yangte circle of Kurung Kumey district on August 12 last, reports PRO to MP.

The programme was attended by Kurung Kumey Zilla Parishad chairperson Takam Tagar, APCC secretary A T Khullo, APYC general sectary Nabam Lalum, NSUI president Honipa Sono Yangfo, Kurung Kumey DCC president Tame Lajik, Yangte ZPM H R Tallo and PWD executive engineers besides host of other dignitaries.

On the same day, Paniyo Bridge was inaugurated by Kurung Kumey Zilla Parishad chairperson Takam Tagar on the same road.

Later on the Lok Sabha MP Takam Sanjoy inspected a under constructing VKV in Dari village.

He highlighted that the Dari VKV will be a “goldmine” for the people of the area if it is properly nurtured. He urged the public to treat it as a rare asset and properly maintain it when it starts functioning.

In his short speech there, Sanjoy requested for unity among the grass roots leaders for the development of the area while also calling for proper coordination between the leaders and officers to usher in development. He advocated for proper monitoring of all the developmental packages by the PR leaders in close coordination with the implementing officers.

On August 13 at Yangte, a massive Congress rally was organized where about 4000 people attended. The rally, in fact, turned out to be the biggest Congress rally of Palin-Chambang and boosted the morale of the state Congress party under the leadership of APCC president Nabam Tuki and chief minister Dorjee Khandu.

During the rally, Yangte ZPM H R Tallo joined the INC party in presence of APCC secretary A T Khullo, Kurung Kumey DCC president Tame Lajik, APYC general secretary Nabam Lalum and NSUI president Honipa Sono Yangfo, Zilla chairperson Takam Tagar besides the Lok Sabha MP Takam Sanjoy and host of other dignitaries.

Addressing to the gathering, Takam Sanjoy said to the gathering that he has always considered road connectivity as the basis for all other developmental activities and assured to do his best for better road connectivity in the interiors of the state during his tenures.

The Lok Sabha MP further told the gathering which also consisted of govt employees and gaon burahs that the arrears for rest of the 15 months to the govt employees and enhanced honorarium to the Gaon Burah’s will be released shortly.

The Congress MP also assured to expedite the state govt’s pending schemes and proposals by pursuing the matter consistently with the centre for the development of the state.

Exhorting to the huge gathering of Congress party workers, Sanjoy suggested them to be sincere and dedicated towards the party.

Capacity building for adoption of technology

ITANAGAR, Aug 14: NABARD in collaboration with Krishi Vigyan Kendra, Papumpare is going to organize five specialized training programme on dairy and poultry under capacity building for adoption of technology (CAT). The inaugural function of the programmes will be held on August 19 in the conference hall of Directorate of AH & Veterinary, Nirjuli. One hundred farmers will be trained during the programme in phases.

It is evident that the dairy and poultry sector has flourished as an industry in the rest part of the country, which is lacking in the State of Arunachal Pradesh. Moreover, the farming community of these regions lacks exposure to the scientific technologies, knowledge on input supply chain for organized farming and has limited access to the credit supports.

The joint venture was planned out by KVK Papum-Pare and NABARD Itanagar to inculcate entrepreneurial skills and exposed the farmers to modern technologies by hands on training, discussion with poultry related companies for input supply and developing credit discipline amongst the livestock and poultry sector farmers of the region.

“Irregular bus service”

ITANAGAR, Aug 14: Banderdewa West Youth Association (BWYA) alleged that there is irregularity in the bus services provided by the State Transport Department to Seppa in East Kameng district.

The association further said that though there is regular Tata Sumo and private bus services available, the poor commuters cannot afford the high fare rate charged by the private services.

It urged upon the concerned authority to immediately start the APST bus services for the convenience of people.

Tuki to lay foundation stone for bridge

ITANAGAR, Aug 14: PWD and UD minister Nabam Tuki and PWD Commissioner Otem Dai have consented to attend the foundation stone laying ceremony of steel truss bridge over Pare River at Deb village as chief guest and guest of honour on August 16 next.

Displeased AAPSU reach General Hospital

ITANAGAR, Aug 14: A mass social service was conducted at General Hospital Naharalagun by more than 100 hundred students’ volunteers under the aegis of All Arunachal Pradesh Students Union on August 13.

Putting into services two fire tending trucks of the fire brigade department and one JCB along with massive youth forces, the state’s apex student’s organization, AAPSU, conducted the much needed clean-up in and around one of the two of state’s General Hospitals.

Braving the incessant rains, the AAPSU members made good use of the fire tenders. With the high speed water, the students washed away all the trashes and litters that, seemingly, have been there for a considerable period.

The AAPSU executive members and all other students who were seen cleaning the mountain of garbage and pool of sewage in the Hospital expressed their indignation over the state of affairs.

AAPSU president Takam Tatung at the sideline of the social service lambasted at the state government particularly the health department for giving a “third class” treatment to the hospital.

“If this is the situation in state’s capital only general hospital, one cannot simply imagine the condition in district hospital”, AAPSU president observed.

Takam Tatung further sarcastically says: “leave aside the condition of the admitted patients; it will not be a big surprise if the attendants too catch some diseases”.

Meanwhile, the AAPSU has appealed the state’s health department and ministries to immediately work out a plan to clean the lavatories of the hospitals which have been blocked since many years.

Yomcha suspended

ITANAGAR, Aug 14: The Central Executive body of All Arunachal Pradesh Workers’ Union (AAPWU) in meeting today unanimously suspended Kenkar Yomcha from the portfolio of AAPWU Secretary General till 2011.

The union appointed its present working president Chongma Tajo as secretary general for the smooth functioning of the union activities in the state for a period of six months while the union’s spokesperson Techi Tara will take the additional responsibility of working president post.

ITANAGAR: In a memorandum submitted to the Deputy Commissioner Lower Dibang Valley, All Arunachal Pradesh Workers Union (AAPWU) has said that transfer and posting of the WC Workers from the district to other district should be stopped.

It further said that to check unlawful promotion and appointment in government departments, members of the Union has to be involved.

ITANAGAR: MLA Omak Apang of Pasighat West Constituency and the community extended its appreciation to Minister Industries Tanga Byaling and the concerned Secretary and Department for choosing Niglok, East Siang for setting up of IT Park and making a base for heavy allied industry like SAIL which will transform the economy of the area and solve the problem of raising unemployment.

Oh Swine flu! Please spare Arunachal

Madam,

Through this esteemed daily, I would like to draw the attention of concerned authorities in combating swine flu. As per available records, in the countries like Germany which had confirmed 9770 patient has no single death, likewise at Greece,1002 patient, no death, Japan-5022 cases, no death, Korea Republic-1550, no death, Italy-1238 cases, no death, Norway-728 cases, no death. But in our country India, its recorded just above 1000 cases and more than 20 deaths.

Likewise, is our Arunachal Pradesh going to be like other parts of India ? Because, in comparison to the countries like Germany, Greece, Japan etc, our India is far behind. Same way, in comparison to Pune, Chennai, Mumbai and Banglore, our state is almost a century behind!

More to be worried is that, the swine flu testing kit is likely to be available at Dibrugarh only and the medicine will be made available after confirmation only !

Unfair Marathon

Madam,

Through the columns of your esteemed daily I would like to express my dismay over the 1st half Tirap Marathon held on 12th Aug 2009 in Khonsa.

1st half Marathon- run for peace is an admirable initiative step taken by the district Administration to spread the message of peace in the district which is battling with insurgency problem for the past many years. But I do have dissatisfaction about the way the Marathon was executed by the organizing Committee.

It was never a fair run since the flag-off. Initially during the up-running many participants took short cut route and there were no check point through the route. Moreover during the middle of the run, hiding from the eyes of official many participants got lift in a gypsy and during down-running some manage to sneak into a Maruti 800 and finally faded away from the eyes of the sincere runner behind them. The scene was in fact very disheartening for other runner especially for me who have come all the way from Aalo (Along), just to participate in Marathon. The race became so casual and became dearth of sportsmanship. I was wondering “is this the story that I have left to tell my friends about my maiden visit to Khonsa when I go back home?” Disheartening the runners in such a way is certainly not the success of the ‘Run for Peace’.

I hope that the Committee will take note of their mistake and try to organize much planned Marathon in the future so that other participants are not disheartened.

Viva voce: the gateway to corruption

Madam,

Today Arunachal Pradesh is no more an Island of peace and no more a corruption Free State.

To add to the whole problem, viva voce in every interview for job is the gateway to corruption. Even the RTIs can’t not prevent it!

No doubt, the RTI is performing in its capacity upto written examination, but who will check the internal corruption that happens in viva voce? Are there any other weapons like RTI to prevent corruption in viva voce? This practice is going on in full swing. Viva voce has no meaning for hardworking, smart and talented candidates who have no strong background.

Therefore it is time to maintain transparency in viva voce interview; otherwise corruption will spread like cancer. The intellectuals, NGOs, should take some necessary steps to prevent the corruption in interview before it is too late.

Streamline the emergency duty of doctors

Madam,

The General Hospital Pasighat emergency services is very discouraging and disappointing despite government’s directives to all the Program Officers and Medical Officers those who are residing within 10 Km of the township to attend emergency duty time to time.

It has been observed some of doctors though residing at Pasighat and nearby areas, don’t extend their services to the patients during emergency. Even, some doctors do not attend the emergency duties and also refuse to attend their patients on demand.

I appeal the doctors to serve the needy patients and discontinue the present attitude for the sake of human life.

I also appeal the concerned authority of the hospital to make a healthy atmosphere and review the charter of duties of doctors deputed on Emergency Duties for the larger interest of the people of the district.

It is observed that many non-local doctors have a tendency to work here for a very short period of time and move out of the district by taking transfer, leaving behind the health centres without relievers.

Therefore, in order to save the people from the deprivation of health services, we earnestly appeal the concerned authority to take a bold step so that doctors remain in posting place for their full term.
